Import Toys from China Safely: Compliance Guide

Toys are one of the most popular product categories to source from China. Prices are good, styles change fast, and there are many factories to choose from.

But toy sourcing is not the same as buying normal products.

For toys, the biggest risk is not always price. It is compliance.

If the certificate is wrong, missing, or fake, the order may be stopped by customs. For Amazon sellers and retail buyers, this can cause serious losses.

I have seen buyers focus only on unit price and ignore the documents. The supplier says, “No problem, we have certificate.” Then after payment, the buyer receives a blurry PDF that cannot be verified.

By that time, the goods may already be produced.

That is why I always say this to clients:

Before talking about big orders, check the certificate first.

For US Buyers

If you plan to sell toys in the US, you need to pay attention to CPSIA requirements, ASTM F963, and the CPC, which means Children’s Product Certificate.

A CPC is not just a simple PDF from the factory. It should be based on proper test reports from an accepted laboratory.

When I check a Chinese toy supplier, I do not only ask, “Do you have CPC?”

I also check:

  • whether the product name matches the test report
  • whether the factory name is correct
  • whether the lab can be verified
  • whether the report is for the same material and model
  • whether the document is still useful for the buyer’s market

Many new buyers skip this step. That is where the risk starts.

For European Buyers

For the EU market, buyers usually need to check CE marking and EN71-related toy safety standards.

The CE mark should not only appear in a product photo. The supplier should also be able to provide supporting documents.

For toys, I pay special attention to small parts, sharp edges, flammability, paint, heavy metals, and soft plastic materials.

Some low-cost suppliers may sell toys for the domestic market only. Their price may look attractive, but they may not be ready for export to the US or Europe.

Cheap stock is not cheap if it cannot pass compliance.

Chenghai or Yiwu?

Most toy buyers will hear these two names.

Chenghai, Shantou is a strong toy production area, especially for RC toys, drones, plastic toys, electronic toys, and building block products. Many factories there have export experience, but MOQ can be higher.

Yiwu Market is better for simple toys, party items, plush toys, small gifts, and low-MOQ orders. Prices can be very good, but quality and compliance levels are mixed.

I do not think one place is always better than the other.

It depends on the product, target market, order quantity, and safety requirements.

How I Check Toy Suppliers

As a China sourcing agent, I help buyers look beyond the price.

Before recommending a toy supplier, I usually check the factory background, product category, certificate documents, sample quality, packaging details, and whether the supplier understands export requirements.

For children’s products, I am especially careful.

A toy may look fine in photos, but the real problems are often hidden in the material, paint, small parts, battery box, or packaging label.

If the certificate cannot be verified, I will not suggest moving forward too quickly.

If the price is much lower than normal, I will check even more carefully.
